A call without one is judged on whether the price at the close on the deadline is higher (a buy) or lower (a sell) than the price the call was made at: the live price when it was saved, for a call made with Make a call, or the last close before the day it was filed, for a call made in a note. Not against the market or an index.
A percentage appears once five calls have reached their deadline. A target reached sooner is shown as played out early, and counts toward the percentage when its deadline passes, because a miss cannot be known before then.
